Job Description THIS POSITION IS PENDING CONTRACT AWARD
The HVAC/R Supervisor's primary duty and responsibility is to serve as the subject matter expert and manage the total work effort associated with operation, sustainment, restoration, and modernization of HVAC/R, Chiller, Air Compressor, DDC equipment and systems including review and approval of Contractor plans and procedures. The HVAC/R Supervisor shall have no other duties except those associated with operational, sustainment, restoration, and modernization services for HVAC/R and DDC systems and equipment. The HVAC/R Supervisor or alternate shall be on-site during the Government's regular working hours and shall be available on-site within two hours after the Government's regular working hours.
MAJOR JOB ACTIVITIES:
1. Oversees a dispersed HVAC/R workforce which is responsible for the efficient operation and maintenance of all relevant equipment within the project scope.
2. Provides particular oversight and control of all weapons magazine environmental requirements, temperature and humidity, to ensure continual compliance and preclude unplanned outages.
3. Reviews Exelis and Navy drawings for upcoming work to ensure viability and compliance.
4. Responsibilities apply to firm fixed price and nonrecurring work.
5. Serves as the project's Subject Matter Expert (SME) for all HVAC/R work which might be subcontracted from inception through acceptance.
6. Proactively reviews installed equipment and periodically conducted inspection data and formulates nonrecurring projects for programming and execution to ensure continuity of service.
7. Reviews and maintains job descriptions and applications for HVAC/R workforce in the above referenced SME role.
8. Ensures that seasonal startups and shutdowns are conducted as required.
9. Ensures that HVAC/R workforce remains properly trained.
10. Ensures adequate Personal Protective Equipment (PPE) is available and properly utilized.
11. Performs other duties and assignments as required.
MATERIAL & EQUIPMENT DIRECTLY USED:
HVAC/R hand tools, power tools, torches, welding equipment, and CFC, HCFC and HFC refrigerants. Computers, Microsoft Office, and other software products as required and standard office equipment/ machinery.
WORKING ENVIRONMENT:
Work is generally conducted in an office environment and at project work areas. Duties, however, may involve the conduct of work outdoors with potential exposure to extreme climatic conditions. May be required to work other than standard work hours to ensure effective customer support. Must be able to climb vertical ladders over 100' in length and access confined subterranean tunnels of significant length.
PHYSICAL ACTIVITIES:
Work may require lifting up to 50 lbs. , stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical dangers and chemical or hazardous agents. Employee use of Personal Protective Equipment (PPE) is required in certain areas. Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices. Must comply with OSHA, EPA, Fire Regulations and published work rules.
MINIMUM QUALIFICATIONS:
Education/Certifications: Two years related experience may be substituted for one year of education, if degree is required.
Required Experience: Minimum 10 years experience in HVAC/R and DDC controls at a comparable level of responsibility in projects of similar size, scope and complexity. Successful completion of an HVAC/R/DDC apprentice program or equivalent trade school training, education and experience that provides training and experience with maintenance, repair and operation of: DDC systems, cooling towers, fan coils systems, evaporative coolers, package unitary systems, closed loop water treatment, industrial HVAC/R systems and air balancing. Previous NAVFAC experience is highly desirable.
Desired Skills: Journeyman Level Heating Ventilation and Air Conditioning and Refrigeration (HVAC/R) Supervisor; Must possess an EPA Universal refrigerant handling license (certified to work with all CFC, HCFC and HFC refrigerants) and a Washington state EL6A specialty electrician license or equivalent.
Experience:
Minimum 10 years experience in HVAC/R and DDC controls at a comparable level of responsibility in projects of similar size, scope and complexity. Successful completion of an HVAC/R/DDC apprentice program or equivalent trade school training, education and experience that provides training and experience with maintenance, repair and operation of: DDC systems, cooling towers, fan coils systems, evaporative coolers, package unitary systems, closed loop water treatment, industrial HVAC/R systems and air balancing. Previous NAVFAC experience is highly desirable.
Skills:
General mechanical skills including, but not limited to, welding, brazing, soldiering, torch cutting and working with various refrigerants. All employees must have proof of U. S. Citizenship and a valid state driver's license and must be eligible for access throughout the project geographic scope.
SUPERVISORY/BUDGET RESPONSIBILITIES:
Supervises a direct staff of HVAC/R mechanics.
SUPERVISION:
General supervision.
Reports directly to the Utility Manager.
