Job Description THIS POSITION IS PENDING CONTRACT AWARD
The Utility Manager's primary duty and responsibility is to provide incidental engineering and manage the total work effort associated with operation, sustainment, restoration, and modernization of all Utilities. The Utility Manager shall serve as the subject matter expert for review and approval of Contractor plans and procedures related to operation and maintenance of the utility systems; and provide review/approval of related scopes of work and cost proposals provided to the Government.
The Utility Manger shall perform no functions other than those associated with the Utility Systems. The Utility Manager or alternate shall be on-site during the Government's regular working hours and shall be available on-site within two hours after the Government's regular working hours.
MAJOR JOB ACTIVITIES:
1. Review and approve production schedules and estimates worker-hour requirements for completion of job assignment.
2. Researches and analyzes data, such as customer design proposal, specifications, and manuals to determine feasibility of design or application.
3. Directs and coordinates fabrication and installation activities to ensure products and systems conform to engineering design and customer specifications.
4. Serves as the Primary Customer Contact for all Utility matters.
5. Is required to be adept in the activities of the workers supervised.
6. Interprets company policies to workers and enforces safety regulations.
7. Interprets specifications, blueprints, and job orders to workers and assigns duties.
8. Establishes or adjusts work procedures to meet deadlines.
9. Recommends measures to improve production methods, equipment performance, and quality.
10. Suggests changes in working conditions and use of equipment to increase efficiency.
11. Serves as the Project Champion for energy Conservation,
12. Analyzes and resolves work problems, or assists workers in solving work problems.
13. Initiates or suggests plans to motivate workers to achieve work goals.
14. Recommends or initiates personnel actions, such as promotions, transfers, discharges, and disciplinary measures.
15. Performs other duties and assignments as required.
MATERIAL & EQUIPMENT DIRECTLY USED:
Computers, Microsoft Office, and other software products as required and standard office equipment/ machinery.
WORKING ENVIRONMENT:
Work is generally conducted in an office environment and at project work areas. Duties, however, may involve the conduct of work outdoors with potential exposure to extreme climatic conditions. May be required to work other than standard work hours to ensure effective customer support. Must be able to climb vertical ladders over 100' in length and access/inspect confined subterranean tunnels of significant length.
PHYSICAL ACTIVITIES:
Work may require lifting up to 50 lbs. , stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical dangers and chemical or hazardous agents. Employee use of Personal Protective Equipment (PPE) is required in certain areas. Such PPE includes but is not limited to head, foot, hand, torso, respiratory, vision and hearing protective devices. Must comply with OSHA, EPA, Fire Regulations and published work rules.
MINIMUM QUALIFICATIONS:
Education/Certifications: Two years related experience may be substituted for one year of education, if degree is required.
Bachelor of Sciences degree in Mechanical Engineering from an ABET accredited college or university. Accredited Mechanical Engineer.
Experience:
Minimum 10 years relevant experience at a comparable level of responsibility in projects of similar size, scope and complexity.
Required experience in working with centrally managed control systems and management experience in dealing with water, wastewater, electrical and steam distribution system maintenance, repair and operation. Must be knowledgeable in compressed air operations. Previous NAVFAC experience is highly desirable.
Skills:
Must be a fully accredited Mechanical Engineer. All employees must have proof of U. S. Citizenship and a valid state driver's license and must be eligible for access throughout the project geographic scope.
SUPERVISORY/BUDGET RESPONSIBILITIES:
Supervises a direct staff of utility workers.
SUPERVISION:
General guidance and direction.
Reports directly to the Project Manager.
Required Experience: Minimum 10 years relevant experience at a comparable level of responsibility in projects of similar size, scope and complexity.
