Job Description: As the   Assistant   Director of Hospital Plant Operations and   Services, you will administer and direct programs to manage building maintenance, utilities,   grounds, and equipment.     Additionally, you will   coordinate construction and renovation programs.   SUMMARY: Assists in the administration and maintenance of buildings, grounds, and equipment, and the procurement of generate utilities and their distribution systems.   The AD works under the direction of Director of Plant Operations and Maintenance. Incumbent is guided by thorough knowledge of engineering, plant operations methods, techniques, maintenance, applicable codes and regulations, and use of departmental equipment and supplies, principles of management and supervision and procedures and policies of departments and facility. ESSENTIAL DUTIES AND RESPONSIBILITIES: Plans, organizes, and controls activities of maintenance department under the guidelines of the Director of Plant Operations and Maintenance to keep staff engaged in maintaining, repairing, and renovating facility ’ s plant and facilities. Maintains flow and quality of work to assure timely completion of assigned workload and adherence to standards of quality control. Reviews and evaluates existing methods, systems, programs, practices, and procedures; develops and recommends change to Director of Plant Operations and Maintenance.   Implements or guides implementation of new and/or modified methods, systems, programs, practices and/or procedures. Assists with preparation and maintains a variety of department records in compliance of JCAHO, Department of Health Standards, local authorities, and other regulatory agencies. Maintains adequate inventory of materials, equipment, and supplies and initiates requisitions as needed. Works with the Director of Plant Operations and Maintenance in the coordination of construction and renovation programs for the facility. Assists with responsibilities of the department and shares weekend duties with other managers when required. Operates plant equipment efficiently and safely. Maintains working knowledge of all mechanical, electrical, and auxiliary functions. Performs a variety of supervisory and managerial functions. Assigns and distributes work to staff. Monitors and inspects employee work performance to assure performance standards are maintained through use of the computers maintenance management system. Establishes and coordinates employee work schedules to assure necessary staff coverage. Schedules vacation and holidays. Resolves complaints as required, reports, and seeks guidance from Director of Plant Operations and Maintenance. Orients and trains new employees and provides continuing guidance and on-the-job training to all assigned personnel. Interviews applicants and recommends qualified individuals for hire. Prepares performance evaluations for assigned personnel, as well as disciplining reports when necessary. Responsible for Quality Control Program of the department. Reviews and writes specifications for corrective maintenance and minor construction and renovation projects. Monitors and coordinates a variety of preventative maintenance and building and property repair and improvement projects performed by vendors and contractors, inspects completed work and approves requests for payment regarding same. Assists in coordination of the facility ’ s fire response team. Assists in coordination of snow removal from facility ’ s grounds. Performs departmental and other related duties as required. EDUCATION: Four year Engineering degree or equivalent work experience, or other completion of advanced courses related to management skills and to engineering and the functions of the department.   The ability to read, comprehend, and transmit complicated detailed instructions in writing and verbally.   Must also have adequate knowledge of basic computer skills. Job Description: Assist project group director with developing   projects scope and budget Work with project group director to develop consultant scope of work documents Prepare and issue RFP ’ s/Bid Packages to consultants and contractors Work with project group director to perform bid reviews and select vendors Facilitate the execution of contracts between vendors and Owner including becoming familiar with contract terms and conditions Manage all pre-construction activities including, studies, testing, cost estimating & design Ensure facility design standards are maintained Perform technical reviews of design to ensure quality, maintainability and scope is consistent with approved budget Ensure that all vendors are prequalified for safety, financial history and technical qualifications Prepare and process all necessary documentation for PO ’ s & CO ’ s Gather existing drawings and documentation for use by consultants and contractors Maintain project tracking spreadsheets for RFI ’ s & submittals Supervise construction sites for adherence to contract scope & safe construction practices Coordinate construction activities between PM, plant personnel and contractors Coordinate temporary construction utilities Facilitate access for contractors and consultants into mechanical and electrical rooms Track construction progress in accordance with project schedule Hold and lead construction and design progress review meetings Prepare meeting minutes as required Manage and track all financial aspects of projects including budgets, commitments and expenditures Review and approve payment applications Maintain change order logs Assist in tracing and identification of existing systems and equipment Coordinate equipment deliveries and track inventory Issue construction notices for FA & security Facilitate internal permits to contractors Retain the services of expeditors and special inspection agencies and ensure that all inspections are performed Maintain DOB permit files Maintain required signage at construction site including permits Coordinate and monitor pedestrian closures Enforce ICRA and ILSM requirements Facilitate access badges to contractors Coordinate contractor staging areas Coordinate lock-out tag-out efforts with contractor and plant personnel including preparation of MOP ’ s Coordinate and witness pressure testing and flushing Coordinate pre and post, water and air flow testing and balancing Coordinate new equipment and system training Maintain and track construction observation punch lists Collect all close-out documentation including O & M ’ s, spare parts lists and warrantees Maintain construction documents in organized files and ensure all construction documents are properly archived Preferred Qualifications: Two year Tech Degree in engineering or equivalent work or military experience in a related field required Five years engineering and construction experience in a Hospital health care institution VERY STRONGLY preferred Five years management experience required Thorough knowledge of engineering and construction principles, practices and procedures, applicable laws and government regulations, principles of management Proficient in the use of Windows based office software including but not limited to Microsoft Office, Word, Excel, PowerPoint, Outlook, and MS Project Ability to communicate effectively in written format and oral presentations Ability to multi-task and establish priorities Ability to maintain organization in a changing environment Must possess a working knowledge of TJC/JCAHO, NFPA Apply to Crothall today!
